Summary

This document presents the validation, reconstruction and integration of monthly jumbo flying squid catch series for the period 1997–2025, as a proposed database for discussion and agreement by the Squid Working Group. Monthly data submitted by Chile, China, Chinese Taipei, Ecuador, Korea and Peru were aggregated annually and compared with FAO Area 87 catches through 2024. The FAO series was used as a diagnostic and annual reference, while official national statistics and other documented public sources were incorporated where the submitted information was incomplete or did not represent total national catches.

The submissions from Chile, China, Korea and Chinese Taipei were retained after completing missing periods or applying limited reconstruction. The Chilean series was supplemented for 2001–2002; Chinese catches for 2001–2002 and Korean catches for 2012–2014 were reconstructed from FAO annual totals and adjacent-year seasonal patterns; and confirmed zero catches were added where appropriate. In contrast, the Peru and Ecuador submissions did not represent total national catches and were reconstructed from complementary official sources. The Peruvian series distinguishes artisanal catches from historical foreign industrial catches attributed to the Peruvian exclusive economic zone, while the Ecuadorian series combines available monthly patterns with selected annual references. The Ecuadorian catch for 2025 was estimated at 3,921 t and distributed using the median available seasonal pattern.

The proposed database contains 3,794 long-format records and provides complete monthly catch coverage from January 1997 to December 2025 for the six Members. Fleet, fishing-area, gear, effort and catch-rate information were retained where available, whereas unavailable operational fields were left blank for reconstructed records. National port and province data, together with SPRFMO public-domain spatial catch-and-effort records, may provide additional information for future spatial analyses, although landing locations should not be interpreted directly as fishing locations. Future work proposed for consideration by the Squid Working Group includes recovering original records for reconstructed periods, extending the historical series, exploring weekly resolution and assessing the availability of spatially disaggregated data.

1 Data Sources

1.1 Member Submissions

Monthly data were requested through SPRFMO letter G25-2026 to support the jumbo flying squid stock assessment scheduled for July 2026. The request was made pursuant to paragraph 10 of CMM 18-2026, which provides that Members with jumbo flying squid fisheries in areas under national jurisdiction adjacent to the Convention Area should share the relevant data with the Secretariat, in accordance with CMM 02-2026 and the templates endorsed by the Scientific Committee. Monthly data were subsequently received from Chile, China, Chinese Taipei, Ecuador, Korea and Peru. Most submissions followed the common SPRFMO stock-assessment template and reported catches by Member, fleet type, fishing area, gear, year and month, with landings expressed in tonnes. Some files also included nominal effort, nominal catch per unit effort and standardised catch-rate information. However, the present compilation focuses on the catch series, while retaining the additional fields where they were available.

The temporal and operational coverage of the submissions is summarised below.

The periods reported in the table describe the records included in the submitted files, but do not necessarily imply that each series is complete or directly suitable for assessment. Therefore, the monthly records were aggregated to annual totals and compared with the corresponding FAO Area 87 series, taking into account national statistics and clarifications provided by Members. Where the submitted series was incomplete or inconsistent with the annual reference, an alternative source or a documented reconstruction was used.

1.2 FAO Area 87 Reference Data

Annual capture quantities for Dosidicus gigas in FAO Major Fishing Area 87 were used as the principal reference for evaluating the completeness and consistency of the submitted catch series. The reference file includes annual catches for Peru, China, Chile, Ecuador, the Republic of Korea, Chinese Taipei, Japan and the former USSR for 1950–2024, although only the period from 1997 onwards was considered here. FAO data were not yet available for 2025.

For each Member, monthly catches were aggregated by year and compared with the corresponding FAO annual total. This comparison allowed the identification of missing periods, substantial differences in annual magnitude and cases requiring adjustment or reconstruction. When a monthly series was reconstructed, the FAO value could be used as the annual control total, while the monthly distribution was derived from Member data, official national statistics or another documented source.

The annual reference for the historical Peruvian industrial component was constructed from catches reported to FAO by the Republic of Korea, Japan and the former USSR during the period when these fleets operated in Peruvian waters. This attribution was applied through 2011, and the small Japanese catch reported in 2012 was also included in the Peruvian industrial component. In contrast, Korean catches for 2012–2014 were treated separately as part of the Korean series.

FAO data are annual and organised by reporting country or flag. Consequently, they do not provide monthly catch distributions or independently distinguish catches taken within national waters from those taken in the SPRFMO Area. They were therefore used as an annual reference for validation and reconstruction, rather than as the default source of monthly observations.

1.3 Member Communications and Confirmations

2 Validation Approach

2.1 Annual Comparison with FAO Area 87

For each submission, monthly catches were aggregated by calendar year and compared with the corresponding annual catch reported to FAO for Major Fishing Area 87. Comparisons were conducted over the years common to both series, while years without Member records were retained in the diagnostic dataset so that confirmed zero catches could be distinguished from missing or incomplete information.

Two complementary measures were used. The absolute difference was calculated as the Member total minus the FAO total, while the relative difference was expressed with respect to the FAO value. Positive values indicate that the Member series exceeds the FAO total, whereas negative values indicate that it is lower.

Where a submission included several fleet or area components, these were combined to obtain a Member-level annual total for comparison with FAO. However, the component-level information was retained because it remained relevant for interpretation and for the construction of the final database.

The comparison with FAO was used as a diagnostic rather than as an automatic replacement rule. In particular, the differences were interpreted considering the temporal coverage of each submission, available national statistics, known distinctions among fleets or fishing areas, and clarifications received from Members.

2.2 Diagnostic Criteria

The diagnostic review focused primarily on years where the absolute relative difference between the Member and FAO annual totals exceeded 5%. Smaller differences were generally considered compatible with rounding, revisions between reporting systems or minor differences in data processing.

However, the 5% threshold was used to prioritise the review and not as a strict acceptance criterion. Differences below this value were retained when the absolute quantity was relevant, when they were part of a persistent temporal pattern, or when they affected the attribution of catches among fleets, areas or Members. These diagnostics were then used to identify years requiring reconstruction, correction or further clarification, and to document the treatment applied in the proposed database.

3 Validation and Proposed Treatment by Member

Annual totals derived from the Member submissions were compared with the corresponding FAO Area 87 catches through 2024, as FAO data were not yet available for 2025. Four submissions were suitable for direct use after completing missing periods or applying limited reconstruction. In contrast, the Peru and Ecuador submissions were not considered representative of total national catches.

3.1 Chile

The Chile submission covers 2000–2025 at monthly resolution. Annual totals for 2000–2002 were lower than the corresponding FAO values, with relative differences of −25.3%, −88.3% and −75.1%, respectively. From 2003 to 2024, the series was consistent with FAO: the mean absolute relative difference was 0.8%, and no annual difference exceeded 5%.

The Member series was therefore retained from 2000 onwards. Given the very low catches reported before 2000, catches for 1997–1999 were assumed to be zero, which has no meaningful effect on the complete time series. The submitted 2000 value was left unchanged, while the difference between the submitted and FAO totals for 2001–2002 was reconstructed from SERNAPESCA monthly landings.

3.2 Peru

The Peru submission covers 2000–2025 and contains monthly artisanal landings from the Peruvian EEZ. Annual totals were lower than FAO in every comparable year, with relative differences ranging from −35.8% to −97.1% and a median difference of −69.0%. Over the complete overlapping period, the submitted series represented approximately 32% of the cumulative FAO total.

The magnitude and persistence of these differences indicate that the submission does not represent total Peruvian catches. Consequently, it cannot be used as the national catch series and must be reconstructed from other official sources, with separate treatment of the artisanal and historical industrial components.

3.3 Ecuador

The Ecuador submission contains monthly artisanal catches for 2018–2022 derived from the IPIAP monitoring series. Its relationship with FAO varied substantially among years, with relative differences ranging from −93.9% in 2018 to +8.2% in 2022 and exceeding 5% in every submitted year.

This variable coverage is consistent with the submission representing a monitoring series rather than complete national catches. Therefore, it cannot be used directly as an annual or monthly national series, and the catches must be reconstructed from other official sources.

3.4 China

The China submission provides complete monthly coverage for 2003–2025 and is generally consistent with FAO. The only relative difference exceeding 5% occurred in 2005, when the submitted total was 75,300 t compared with 86,000 t in FAO, corresponding to a difference of −12.4%. In 2023, the absolute difference was larger, at −16,393 t, but represented only −3.3% of the FAO total.

Despite the 2005 difference, the submitted data were retained unchanged to preserve the original Member series as far as possible. The years 2001–2002 were reconstructed from FAO annual totals and the mean monthly seasonality for 2003–2004, while zero catches were assigned for 1997–2000.

3.5 Korea

The Korea submission contains monthly records for 2015–2020 and 2024. Annual totals were generally consistent with FAO. The largest relative difference occurred in 2024, at +9.9%, but represented only 11.6 t because the annual catch was small. All other comparable years were within 5%, including a difference of +4.3% in 2018.

The submitted monthly data were therefore retained without adjustment. Monthly catches for 2012–2014 were reconstructed, while the missing years 2021–2023 and 2025 were treated as confirmed zero catches.

3.6 Chinese Taipei

The Chinese Taipei submission covers 2002–2025 and contains monthly records for periods with fishing activity. Annual totals agree with FAO to rounding precision, with a maximum absolute difference below 0.5 t and a maximum relative difference of 0.03%.

The submitted monthly series was therefore retained as provided. Omitted rows were interpreted as zero catches, following the clarification provided by Chinese Taipei.

3.7 Proposed Treatment

The Peru and Ecuador series require reconstruction from complementary national sources. For the other Members, the agreed treatments can be implemented directly from the submitted data, FAO annual totals and confirmed zero-catch information.

4 Proposed Final Database

4.1 Coverage

The proposed database integrates the submitted and reconstructed series for Chile, China, Ecuador, the Republic of Korea, Peru and Chinese Taipei, covering January 1997 to December 2025. Separate records by Member, fleet type, fishing area and gear were retained where these distinctions were available. The final long-format database contains 3,794 records, while the corresponding catch table provides one total catch value for each Member and month.

The wide catch table contains one Member-level catch value for every month from January 1997 to December 2025 for all six Members. The long-format database retains the more detailed fleet, area, gear, effort and CPUE information where these fields were included in the final Member files. Reconstructed records generally include only the identifying fields, year, month and landing, while unavailable effort and CPUE fields were left blank.

Japan is not included as a separate Member series because the catches relevant to the reconstruction were incorporated into the Peruvian industrial component.

4.2 Summary of Modifications

Table X summarises the modifications applied to the submitted and complementary datasets to obtain complete monthly catch series from January 1997 to December 2025. When an annual total was rescaled, the selected monthly seasonal pattern was preserved and adjusted proportionally to the annual reference.

Chile 1997–1999: monthly zero catches were added because catches before 2000 were negligible. 2000: the Member submission was retained, including the reported annual total of 6.7 t. 2001–2002: submitted records were retained, and the difference from the FAO annual total was reconstructed from SERNAPESCA monthly landings and assigned to Art_Others; effort and CPUE were left blank for the added catches. 2003–2025: submitted monthly data were retained.
Peru The original Peruvian submission was replaced by public data from PRODUCE, INFOPES and Wikipesca, with PRODUCE treated as the primary official source. Artisanal, 1997–2001: the monthly pattern was obtained from the median cumulative seasonality calculated from 1997, 1999, 2000 and 2001, excluding the incomplete 1998 series, and scaled to each FAO Peru annual total. Artisanal, 2002–2012: the alternative-source seasonality for each year was scaled to FAO Peru. Artisanal, 2013–2024: official PRODUCE seasonality was scaled to FAO Peru. Artisanal, 2025: the PRODUCE monthly series and annual total of 712,155 t were retained because no FAO value was available. For reconstructed Peru and Ecuador records, the identifying fields, year, month and landing were populated, while effort and CPUE fields were left blank. Japan was not represented as a separate series because its relevant catches were incorporated into the reconstructed Peruvian industrial component.

5 Additional Spatial and Operational Data

5.1 National Data Sources

The national datasets provide complementary information on landing location, fleet composition, fishing area, gear and effort, although their coverage and spatial interpretation differ among countries. For Peru, monthly and port-level landing records were obtained from the public fisheries-statistics database of the Ministry of Production, specifically the PESCA_TB table [@produce_pesca_tb]. These records provide the main basis for characterising the distribution of landings among ports and, where the relevant information is available, distinguishing the artisanal and historical industrial components. Information from INFOPES and Wikipesca Pota was used for comparison, while PRODUCE was retained as the primary source where differences occurred. Port-level records represent the place at which catches were landed and should not be interpreted directly as fishing locations.

For Chile, the revised dataset submitted for the assessment provides monthly landings by fleet, gear and fishing area. This information was complemented by official SERNAPESCA statistical workbooks for 2012–2025, which report monthly landings by species, region and port. The public workbooks were processed without harmonising the original port or region labels, thereby retaining the reported spatial categories and source information for traceability. The Dosidicus gigas series includes only records explicitly reported as “Jibia o calamar rojo”; generic records identified only as “Calamar” were excluded because they could not be assigned reliably to the species. As for Peru, the SERNAPESCA port fields represent the reported place of landing rather than the location of fishing activity.

For Ecuador, spatial and operational information is more limited and temporally uneven. Official SRP statistics and joint IPIAP–SRP tables provide the preferred sources, while IPIAP monitoring estimates were retained separately because they may represent only a subset of the fishery. A complete monthly table by province is available for 2022, although the two published versions produce different annual totals and require further reconciliation. For other years, the available public information is primarily national and monthly, with incomplete coverage in some periods and no public monthly breakdown identified for 2023–2025. Consequently, the available Ecuadorian data can support some broad spatial or administrative disaggregation, but do not provide a continuous port-level or fishing-location series comparable with that available for Chile.

These national datasets should therefore be interpreted according to the spatial unit represented by each source. Landing ports and provinces describe where catches entered the national reporting system, whereas fishing areas describe where the activity was reported to have occurred. The two types of information can be compared to assess broad spatial patterns, but they should not be combined as equivalent observations without an explicit allocation procedure.

5.2 SPRFMO Open Data

The SPRFMO public-domain datasets provide a complementary source of spatial catch-and-effort information. These data can be used to characterise the reported distribution of fishing activity, compare the spatial and seasonal behaviour of different fleets, and derive catch-and-effort indicators at a common spatial resolution. However, their integration with the national reconstructions requires explicit reconciliation because the SPRFMO records and national datasets may differ in spatial coverage, reporting unit, temporal resolution and fleet classification.

In particular, catches reported for areas under national jurisdiction adjacent to the Convention Area may overlap with national landing series, whereas catches assigned to the Convention Area represent a distinct component of the fishery. Reconciliation should therefore begin by standardising species, Member or flag State, year, month and measurement units. Records should then be separated by fishing area before the resulting totals are compared with the corresponding national and Member-submitted series.

Differences should be assessed over the common period and, where possible, by fleet and fishing area. Records withheld under confidentiality provisions or absent because of incomplete public coverage should be treated as unavailable information rather than assigned as zero. Under this framework, the SPRFMO spatial datasets can complement the national reconstructions without replacing the national landing records or introducing duplicate catches.

6 Future Work and Recommendations

The following activities are proposed for consideration by the Squid Working Group (SQWG). Subject to agreement by the Group, the resulting recommendations could be submitted to the Scientific Committee for further consideration.

6.1 Chile

The SQWG may wish to consider requesting that Chile explore whether original monthly records can be recovered for 1998–2002, particularly for the inconsistencies identified during 2000–2002. The possibility of extending the available port-level series, which currently covers 2012–2025, to earlier years could also be examined.

6.2 Peru

The SQWG may wish to consider requesting that Peru explore the availability of official monthly landing records for 1997–2012, which would reduce reliance on reconstructed historical values. Where feasible, historical records by landing port, fleet and fishing area could also be compiled.

6.3 Ecuador

The SQWG may wish to consider requesting that Ecuador explore the availability of official annual and monthly records for 2006–2012 and 2025. Complete monthly information could also be sought for 2015–2017, September–December 2019, and 2023–2024, together with clarification of the conflicting published totals for 2022. Spatial information by province or landing port would provide an additional basis for improving the reconstruction.

6.4 China

The SQWG may wish to consider requesting that China examine whether original monthly records can be recovered for 2001–2002. The difference identified for 2005 could also be reviewed to determine whether revised monthly or annual information is available.

6.5 Korea

The SQWG may wish to consider requesting that Korea explore whether original monthly records can be recovered for 2012–2014. Detailed catch and effort information for the years in which Korean vessels operated within the Peruvian exclusive economic zone, particularly 1997–2011, would be valuable for distinguishing this activity from catches taken elsewhere in Area 87.

6.6 Chinese Taipei

No additional annual reconstruction is currently required for Chinese Taipei because years and months without submitted records were confirmed as zero catch.

6.7 Group-Wide Recommendations

The Squid Working Group may wish to explore how far the catch series can be extended back in time and whether weekly catch and effort data could be compiled for all or part of the historical period. The SQWG could also consider encouraging Chile, Ecuador and Peru to assess the availability of spatially disaggregated information. Where fishing-location data are unavailable, monthly records by landing port may still provide useful information on the spatial organisation of the coastal fisheries. The Group may also wish to consider tasking the Secretariat to contact the relevant fisheries authorities and research institutions in Japan to request any available catch and effort records that could supplement the historical series.
