What has been agreed?
Which findings are research results, which are recommendations, and which are management decisions?
These distinctions matter when advice is used. A paper can propose a method; a workshop can recommend it; the Scientific Committee can provide advice; and the Commission can make a management decision. Each stage has its own record and authority.

Why it matters for management
Advice should make clear both the conclusion and any conditions attached to it. A procedure considered promising for further evaluation may still need work before it can be recommended for annual use.

- Review the intersessional research.
- Review the data used in the assessment.
- Review the assessment and stock status.
- Consider management strategy evaluation results.
- Develop advice to the Commission.

What still needs confirmation?
The current SC14 record covers submitted research and the agenda. An update on Committee decisions requires agreed text, its date and report reference. Record any qualifications and retain the distinction between the original proposal and the eventual conclusion.
