Jack mackerel: research for management

What does the research tell us about the stock, and how can it support reliable catch decisions?

This working guide brings together research for the South Pacific Regional Fisheries Management Organisation (SPRFMO). It explains the questions behind the studies, their relevance to management, and the decisions still to be made.

What we know so far

The 2026 work has examined the evidence used to assess the stock and tested possible rules for future management. Two workshops brought that work together: a benchmark review of data and assessment methods in May, and a management strategy evaluation workshop in June. Their reports are now among the papers prepared for the fourteenth Scientific Committee meeting (SC14). Sources: JM02, JM03.

Why it matters

Managers need advice on the stock’s condition and on how catch decisions may perform when the future differs from expectations. This guide helps distinguish evidence about the stock today from tests of management rules over time.

What has been agreed?

The workshop reports record conclusions and recommendations at workshop level. The SC14 material currently covered consists of submitted papers and planned discussions. Stock-status advice and recommendations on management procedures require the Committee’s agreed meeting record.

What remains uncertain?

The strongest coverage here is May–September 2026. Earlier research and management decisions still need to be added. The record of SC14 discussions will be updated when meeting reports or agreed text are available. The information currently included was assembled on 7 September 2026.

New CMP working paper

Compare a smaller set of management rules: explicit screening, OM-selectable best-relative scorecards, recruitment-crash and OM21 trade-offs, a fixed-catch reference benchmark and 15-simulation SSB/catch worms. This working comparison supports discussion ahead of a management decision.

TAC calculations for 2027 and 2028

Read the CMP29, CMP45 and CMP43 calculations and download the Excel workbook. The two scenarios start from a 2026 TAC of 1,675 or 1,092 kt, with 2027 advice based on index data through 2025 and 2028 advice based on data through 2026. The page explains each calculation and the workbook’s second sheet covers the other five SC14 CMPs.

CMP43 was requested after SC14 and is included in the overall set to be forwarded.

New base-model uncertainty analysis

Read the ADNUTS results and 100 Kobe trajectories for the single-stock base model, covering 2007–2026 in the Kobe plot. The document includes sampling diagnostics and downloadable data. Some chains need better mixing, so its uncertainty displays remain exploratory.

Technical annex

Read the draft technical annex and analyst handover for the Model 1.06 assessment, reference points, two-, five- and ten-year risk tables, report downloads and reproducible R calculations.
