How to Apply a CMP Each Year

This workflow describes how an adopted CMP should be applied as new data become available. Trial calculations for candidate CMPs should follow the same steps. For a year-specific example, see the illustrative 2027 TAC calculation.

1 1. Record which CMP is being used

Record the CMP name and version, the exact saved version of the calculation code, the management year, the analyst and reviewer, and the decision that authorized its use.

2 2. Save the original data

Keep the files exactly as received. Record who provided them, when they were received, and whether they are preliminary or final. Record a digital fingerprint (checksum) so the exact files can be identified later. If the data must be reformatted, keep the original and document every change.

3 3. Validate before calculation

Apply the annual data requirements. A failed required check stops the routine calculation. The failure and any subsequent authorized treatment become part of the permanent annual record.

4 4. Save every important step in the calculation

Save the transformed index values, reference-period values, combined metric, initial HCR recommendation, each annual-limit adjustment, allocation, rounding step, and final advice. Do not save only the final number.

5 5. Cross-check

Compare against a saved worked example and, where feasible, a calculation made independently. Differences larger than the agreed numerical tolerance must be resolved before advice is released.

6 6. Exceptional circumstances

Run only the indicators and response process defined in the adopted specification. An exceptional-circumstances review may trigger additional scientific or management consideration; it must not silently rewrite the CMP.

7 7. Publish the calculation record

The record should contain the input files and their digital fingerprints, data checks, intermediate calculations, final advice, software versions, warnings, analyst and reviewer sign-off, and links to any exceptional decision.
