Candidate Management Procedures: Specifications, Evidence, and Application

This site distinguishes test candidates, shortlisted candidates, and adopted management procedures. Inclusion in the registry does not imply endorsement or adoption.

Purpose

This site describes the candidate management procedures (CMPs) being evaluated for South Pacific jack mackerel. It draws mainly on the current jmMSE analysis and brings together:

  1. the MP29 and MP32 candidate definitions advanced into robustness testing;
  2. two retuned annual-limit variants and six other CMP comparison cases that isolate important choices;
  3. the full management strategy evaluation (MSE) process;
  4. evidence from tuning, trade-off, and robustness comparisons; and
  5. instructions for applying a selected procedure when new annual data become available.

SCW17 Papers 03, 04, 08, and 09 provide historical context and documentation structure, but they do not define the current candidate registry.

The MSE calculations remain in SPRFMO/jmMSE. This site records what each CMP is, why it remains under consideration, how it would be applied, and which analysis supports it.

Governing principle

The approved CMP specification is separate from background explanations and MSE results. New scientific results may change whether a candidate is retained, but they do not automatically change its data inputs, harvest control rule, parameter values, catch-allocation method, or exceptional-circumstances rules.

Terms used on this site

Term Meaning
CMP Candidate management procedure: the complete rule for turning agreed data into management advice.
HCR Harvest control rule: the part of a CMP that converts a stock or index indicator into a catch or fishing-effort recommendation.
Operating model (OM) A simulated description of the stock and fishery used to test a CMP. Alternative OMs represent different plausible assumptions.
Performance measure A quantity used to compare CMPs, such as catch, spawning biomass, biological risk, or year-to-year catch variation.
IACC Interannual catch change: a measure of how much catch changes from one year to the next.
