Normative CMP Specification Template

Here, normative means that this is the authoritative definition of the CMP: it says what must be done. The template lists the information needed to turn a candidate procedure into a clear and repeatable management rule. Once completed and approved, it identifies the data, calculations, parameter values, catch limits, exceptional-circumstances provisions, and exact calculation method to use. Background explanations and MSE results help the Working Group choose a CMP, but they do not change how it operates. If background text differs from the approved specification, the approved specification takes precedence.

Use this structure for every shortlisted CMP. The approved specification tells analysts how to calculate the advice; supporting evidence belongs in the evidence section.

1 Identity and authority

2 Required input data

For every input state the owner, series name, unit, spatial coverage, seasonal coverage, annual cutoff date, revision policy, missing-value rule, and calculation applied to it. Specify whether preliminary, revised, or final data may be used.

3 Required calculation

Document, in order:

data checks and exclusions;
calculation of the stock or index indicator;
indicator and reference period used by the rule;
HCR equation and every parameter;
interannual constraints;
rounding and numerical precision;
allocation among fisheries or stocks; and
exceptional-circumstances checks.

4 Worked example

Provide a saved set of input data, intermediate values, and final advice. Add a repeat-calculation test or digital fingerprint where useful. A reviewer must be able to reproduce the published answer without relying on data that may later change.

5 Evidence and limitations

Link to MSE runs, operating models, performance metrics, diagnostics, and known limitations. Evidence explains selection but does not redefine the CMP.

6 Change history

For every change, state whether it only improves the wording, changes the code without changing the answer, or changes the scientific rule. A scientific change normally requires renewed MSE evaluation unless the approving decision explicitly states otherwise.
